Abstract

[Autom. eng. transl.] The Youth Guarantee is the first strategic Italian plan for active labor policies expressly addressed to young people (NEET) since the beginning of the international economic crisis. the data examined allow drawing some initial indications with respect to the degree of activation of the regions and the strategies they have adopted in this phase. Faced with a more problematic juvenile population in the southern regions, both in terms of the number of NEETs and in terms of the qualitative nature of the risk of exclusion, the response capacity of the regions is very varied, and is transversal to the macro-area breakdowns, to dimensional level of the regions and the degree of difficulty of the reference population. Considering the methods for programming the funds, a strong convergence emerged on some measures: extracurricular internships, work bonuses and some basic and advanced training measures. The differences concern the accentuation in the regional plans of one or the other of these fundamental voices, combined with other measures on which the regions have invested in a more marginal way.
