Abstract

[Autom. eng. transl.] Is it possible to promote democracy outside the West? The issue was, for some years, among the most debated issues in international politics. Today, faced with the rise of illiberal actors such as China and Russia, and by virtue of the effects that Donald Trump's action is producing on some of the key elements of the liberal international order, the theme appears even more controversial. The European Union, which considers the promotion of democratic reforms in third countries one of the fundamental objectives of its foreign policy and a key element of its security strategy, is undoubtedly one of the key players in this field. This strategy, although articulated at a global level, was carried out mainly at the regional level, initially towards the "candidate countries" and subsequently towards those included in the European Neighborhood Policy. Once the enlargement phase is over, however, the impact of these policies is limited. Indeed, it is precisely from the geopolitical space of the Neighborhood that the greatest challenges for the Union seem to come today: from the consequences of the interrupted transitions of the Arab Springs, to the migratory crises, to the resurgence of Jihadism, to tensions with Russia, to the "frozen" conflicts of the South Caucasus. In light of these challenges, the volume investigates the policies for promoting democracy developed by the European Union, from their origins in the early Nineties until today, focusing in particular on the area of the Neighborhood. Starting from an analysis of theoretical debates related to the themes of democracy, democratization, the relationship between democracy and the international system, and the peculiarities of the European Union as an international actor, the aim is to offer a contribution to the reflection on the role of the external actors in the framework of the debate on the international dimension of democratization processes.
