Abstract

Gemelli" University Hospital, Rome Text The ethical evaluation in a Health Technology Assessment (HTA) report concerns both the ethical issues raised by the same technology and the ethical issues that concern the process of HTA. Although listed as one of the objectives of HTA, in practice the integration of this dimension into an HTA report has been limited in the past. In the Italian context, already characterized by a certain delay in the spread of HTA in general, the Bioethics Institute of the Catholic University of the Sacred Heart (UCSC), Rome, Italy, has tried since 2007 to fill - from the respective disciplinary point of view - this gap, starting to integrate the ethical analyzes into HTA reports in a consulting activity, in the wake of international experiences: in particular in the EunetHTA Project (2006-2008) and, currently, in the EUnetHTA Joint Action (2010-2012). The paper intends to show the preliminary results of the application of ethical expertise in various HTA reports in the 2007-2010 period. The following elements will be presented: 1. to describe the methodologies / procedures used to incorporate ethical analyzes into HTA reports; 2. to review the set of ethical issues dealt with; 3. to visualize all the resources involved, 4. To analyze, finally, the difficulties that arose in the evaluation. In conclusion, the prospect is to structure and consolidate standard operating procedures (SOPs) for ethical consultancy in an HTA process within a consulting service headed by the UCSC Bioethics Institute.
