Abstract
[Autom. eng. transl.] The contribution focuses on the new recomposition that, immediately after it became fully operational, was tarnished by the recent rulings of the Lazio TAR of 11 February 2015, nos. 2454, 2458 and 2459. The author also dwells on the dispute concerning the sharing of social and healthcare expenses, arguing that numerous court proceedings would not have reason to exist if the problem at the source were solved: namely, that of correct determination and imputation of the health quota (charged to the National Health Service) and the social quota (charged to the Municipality, in possible sharing with the user).
