In 1929, the Lateran Pacts settle the Roman Question, but leave unsolved the issue of the relationships between Church and State about the education of youth. This essay reconstructs the role of ministerial circulars in the control of Catholic associations – Azione Cattolica and other youth organizations –: activity performed in contrast to the provisions of the Concordat and at the beginning of the conflict that will blow up a few years later.
