Abstract

[Autom. eng. transl.] The contribution focuses initially on the impact that the policy of cuts in recent years and the legislation of the crisis have had on the Regions. In addition, the emergency period has led to a further reduction of the already limited margin of financial autonomy of local autonomies and, due to the needs of "coordination of public finance", the decisions of the Constitutional Court have multiplied to justify incisive interventions. of the State on the expenditure laws of the Regions. The second part of the contribution examines the cost bill instead. currently under discussion in the Chambers, with which it is intended to change both bicameralism and Title V. It is a reform project which, if approved, will represent a real revolution in the relations between State and Regions.
