Abstract
Although it is essentially economic interests that dictate the agenda of states and supranational institutions, in recent years the issue of 'undeclared' work has returned to the centre of attention, as a factor that disrupts the proper functioning of the labour market, prevents targeted action to combat poverty and diverts resources from the tax and social security systems.
The establishment in 2019 of a European Labour Authority goes in this same direction and promises not only to make transnational contracting or posting operations more transparent, but also to mark a turning point in action against the 'informal' economy in all European countries. This is not an isolated initiative, as more and more often international treaties and the most advanced national legislations themselves contain rules aimed at hindering the circulation of those goods, which have been produced thanks to inhuman working conditions.
