Abstract

[Autom. eng. transl.] The concept of "decoupling" is attributable to the idea of supporting agricultural incomes through instruments that have a minimal impact on production, consumption and trade flows, in order to return to the market its role of guiding the decisions of economic agents. A simple idea and a debate that is certainly not new: the distortions created by traditional agricultural policy instruments (overproduction, excessive costs for the state budget, inequalities among recipients) have long been on the agenda and the attempts at reform have been made cyclically succeeded they can be reread precisely in the light of the concept of "decoupling".
