Abstract

[Autom. eng. transl.] The analysis shows that investing in innovation increases resilience administrations, even in the face of systemic shocks such as that generated by the Covid-19 epidemic. It also shows that the emergency represented a factor of digital acceleration of the public local administrations, both in the response to the pandemic and in the management of public policies in the restart phase. Finally, it poses highlights the need to manage digital innovation with an approach holistic and system (enterprise architecture).
