Abstract

[Autom. eng. transl.] The article states that, based on art. 28 of the Constitution, the statutes suitable for infringing specific legal positions must be assumed by legal entities; these subjects cannot however be parliamentarians and regional councilors, for whom personal responsibility is excluded from the Constitution itself: the traditional problem of the so-called provision laws (laws with concrete content) must therefore be re-evaluated also in this perspective.
