Abstract

Cardinal Hugo of Ostia wanted to bring to completion the work of Innocent III and give realization to the constitutions adopted during the Fourth Lateran Council . Its legations in Lombardy between 1217 and 1221 constitute the field of the testing of wide powers of the Cardinals-legates . Here are defining elements of the work of preaching convincingly linked (along the lines of that of the concionatores in communal cities) , the ability to collect and management offerings to support the crusaders and all that aimed to the 'reform' of the Church
