Abstract

[Autom. eng. transl.] Faced with the dramatic problem of the floods of the Tiber, as well as with a series of public interventions aimed at limiting the catastrophic consequences, Rome responds with a series of privatistic juridical rules that induce every single citizen to become a participant in the attempts at solution proposed by the public authority .
