Abstract

[Autom. eng. transl.] The Italian PNRR has thus entered its implementation phase. Italy is gearing up to implement nearly sixty regulatory reforms, entrusting implementing bodies about two hundred funded projects, divided among the six "missions" identified by the Union. With regard to the European regulatory framework, together with the many other provisions that make up the complex mosaic on the protection of the Union's financial interests, with respect to the PNRR, Italy must particularly implement it by referring to two regulatory "pillars", established, 'one, from EU regulation 2020/2092, which still complies with the respect of the rule of law for the general disbursement of European financial resources to each Member State (so-called “conditionality” regulation); the other, by EU regulation 2021/241, which establishes the criteria for "sound economic governance" (Article 10) with specifications established in Articles from 19 to 22. On the Italian domestic front, a company such as the one represented by the PNRR must be strictly governed in all its various phases, in order to guarantee its success, taking into account, among other things, the close deadlines for completion for loans deriving from NextGenerationEU, to which the Plan refers. However, already at the time of its launch in Italy, various issues arose about: 1) the necessary measures to simplify the procedures for awarding public contracts, in order to make possible the rapid implementation of the PNRR ... 2) ... with adequate efficiency ... 3) ... as well as effectiveness by the public system for implementing the Plan; 4) countering corrupt practices, and more generally of bad administration, 5) through a governance system of the PNRR ... 6) ... which also involves private citizens and exponential associations of their interests ... 7) ... establishing criteria for the future as well shared of adequate evaluation of public policies.
