Abstract
[Autom. eng. transl.] The authors question whether, and to what extent, the provisions of Article 11 of the Istanbul Convention, concerning the "collection of data and research" on violence against women and domestic violence, have been implemented by the national legislator. The authors have paid particular attention to the use of the international classification system ICD-9-CM and to the problems associated with the coding process in order to ensure monitoring of the phenomenon over time and to implement specific care pathways, clinical control, governance and research in this peculiar and very delicate sector. The binding indications of the Istanbul Convention urge the authors to stress the importance of what is already provided for in Annex D of the Prime Ministerial Decree of 24 November 2017 regarding the training/education of all professionals who come into contact with the recipients of the Path for women who suffer violence; to highlight, in light of the objectives of the recent Law 53 of 2022, their strategic role in the coding of administrative-health data and the potential of the supplementary ICD-9-CM codes E and V and those reserved for surgical interventions and diagnostic and therapeutic procedures; to emphasize, finally, the irreplaceable support that universities can offer on the research front which, according to Article 11 of the Convention, is an equally important tool so that political choices and concrete action plans to combat violence, to protect and support victims are evidence-based.
