Abstract
[Autom. eng. transl.] The difficulties in interpreting the principles of good performance and impartiality depend on their vagueness, which is in turn the result of a choice of the Constituents, who however had some features of the new Republican administration in mind. When these features were traced by the great reform laws - eg. the law n. 241 of 1990 - it is logical that these same laws have influenced the same interpretation of the constitutional clauses. The recent constitutional jurisprudence bears witness to this.
