[Autom. eng. transl.] In Lombardy, the SEA is required by the law for the government of the territory (lr 12/05), which has redesigned the regulatory framework of urban and territorial planning, on which a review and integration process, not yet completed, has subsequently been grafted. , which finds its most recent update in lr 4/12. The aim of the SEA is to achieve a series of objectives described as follows: «the evaluation highlights the adequacy of the choices with respect to the plan's sustainability objectives and the possible synergies with the other planning and programming tools; identifies the alternatives assumed in drawing up the plan or program, the potential impacts, as well as mitigation or compensation measures, including agri-environmental ones, which must be implemented in the plan itself ». The PTR, the PTCP, the PG of the PGT are subjected to the SEA, as well as the variations to the same, according to specific procedures that do not differ significantly from a general evaluation model. It is clear that the major application area, especially in Lombardy due to the number of municipalities, is that of the PGT, or better the PG of the PDT. The most evident nodes, described in the contribution, concern: the inter-municipal approach to evaluation, the third party of the competent authority, the concrete implementation of the principle of participation, the formal and substantial contents of the technical papers, the criteria and methods for assessing the alternatives, the actual impact of the assessment on the plan, the forms and the results of the monitoring.
