The openness to atypical precautionary measures and the now recognized possibility that the judgment of merit determines a consummation of administrative discretion allow access to measures with an anticipatory content, albeit within the limits permitted by summary knowledge. In this context, however, the irreversibility of the effects of the precautionary measure continues to constitute an insuperable structural limit.
