Abstract
[Autom. eng. transl.] As is now known, energy poverty is becoming a problem of great social and environmental importance, not only in the so-called developing countries, but also in countries with more advanced economies, including Italy. Here, only recently the national institutions have tackled the problem in a systemic way, preparing instruments to combat poverty which for the moment have had no relevant effects. Even in response to this deficit of an effective institutional response, we are perhaps witnessing the spread of a new welfare model, defined by some as 'second welfare', in which, precisely, not so much the State, as other relevant social and economic actors local authorities try to stem the negative repercussions of the existing production system. In this regard, the case of A2A, the main multi-utility operating in Lombardy, which has decided to respond to local social emergencies by organizing a fundraising activity with its customers, employees and suppliers, is presented below.
