[Autom. eng. transl.] This book starts from a question: ten years after the outbreak of the financial crisis, what was done to solve the problems of the banks? He responds by proposing a path through the new rules on finance: from the cumbersome capital requirements to the weak constraints on managerial millionaire compensation, from the European banking union to the protection of savers, from the notoriously famous securitization to the “shadow” banking system. The answer is not comforting. The authorities have embarked on a production of rules that they have lost control of: a river in full fact of thousands of pages. Very complicated but not very effective rules: complexity hides the inability to influence the behavior of supervised parties. It is a dense network but full of holes: exceptions, loopholes, manipulations. And so the system was not secured.
