Abstract
[Autom. eng. transl.] The core of the contribution is centered on the problem of political participation and on the role of parties. It is legitimate to ask whether it is favored or, on the contrary, prevented (or at least hindered) by political parties, as they have evolved in the most recent phases of republican history. From this point of view, thanks to an electoral law that exhibits many contrasting profiles with the Constitution, participation appears strongly inhibited by a visibly top-down co-option system that delivers to the political secretariats of the parties every decision on everything that should instead open the party to the widest forms of participation. Hence the gap between what the 1948 Constitution provides and the concrete implementation of the constitutional design.
