Abstract
[Autom. eng. transl.] The term “emergency” is certainly among
the most recurring ones in recent years
in Italy. As of February 2020, i
citizens of all ages and social conditions
they concretely understood what
happens when a national government
decrees a state of emergency. It deals with
of an exceptional political condition,
in which, for serious reasons, ordinary practices
they are suspended and someone takes over
extraordinary powers. In this condition, a
many people are asked to change their
own behaviors, due to danger
looming, not confrontable with
ordinary resources. By definition (and also
for Italian law), an emergency condition
it can't last too long,
because extraordinary rules and behaviors,
in the long run, they risk compromising
mental health, civil coexistence and all
the activities necessary for survival and
growth of people.
