Abstract
[Autom. eng. transl.] The publication by the European Commission of the so-called "Agenda 2000", in the summer of 1997, opened a profound debate on the lines of reform of the Common Agricultural Policy (PAC). Even the Common Market Organization of the dairy sector (milk CMO) has been affected by several reform hypotheses, which in practice resulted in a package of proposals formalized in March 1998. It is therefore now on the latter basis which has been developing a confrontation that should be concluded with the definitive approval of the reform in the spring of 1999. The Commission proposal foresees a series of new elements to characterize the milk CMO, different in part also with respect to the hypotheses contained in “Agenda 2000 '; the cornerstone of the milk CMO would still be the quota system, but accompanied by a progressive reduction in price guarantees and the introduction of direct aid to support producers' incomes.
