Abstract
[Autom. eng. transl.] When, on 11 April 1963, Giovanni XXIII signed Pacem in terris, the Encyclical appears to be a significant step in a new way of dealing with world disorder. Among the "signs of the times" is the "persuasion that any disputes between peoples should not be resolved through the use of arms, but through negotiation". The position is clear: respect for human rights is a condition for peace. Even the following Popes up to our days trust in the negotiation and strengthen the presence of the Holy See in international organizations.
