Abstract

The paper analyses the policy making activity of the Italian Government by the focus of administrative law. After seeing the procedural passages of the iter legis, it aims to comprehend the fundamental lines of the organisation of legislative offices, including the labour regulation of the functionaries who are involved in them. It also investigates the differences between staff and line. Moving from the different activities that are made by these offices, the paper also aims to demonstrate that policy making is an administrative attribution and not only a mere competence. In consequence of that, it suggests some reform proposals concerning the organization chart of the executive.
