Abstract

[Autom. eng. transl.] The 1949 Atlantic Pact marked the beginning of a new era for the West. For the first time in their history the United States committed itself militarily in peacetime to defend its European allies from external aggression. More than ten years after the end of the Cold War, the terrorist attacks of 11 September 2001 reversed this perspective with Europe determined to support its ally across the Atlantic. NATO soon applied the casus foederis: the attack on the heart of America thus became an attack on all member states of the Alliance. But that consensus and speed represented a "milestone on the road to impotence" for NATO itself.
