Abstract
[Autom. eng. transl.] The Drug Addiction Operational Units (NOT) are structures belonging to the Prefectures - Territorial Government Offices (UTG) - and represent in fact the first point of contact between the young recruiters and the institutions. The centrality of the user, as the fulcrum of the services provided, the importance of the role of the operators, the commitment towards continuous improvement are some of the principles that characterize their work and stimulate an interesting debate: prevention, already in itself difficult and controversial, is it a feasible task for the NOT, and under what conditions? They can only practice "second level" interventions, aimed at offering support, skills, tools to those who work with young people (research, consultancy, training activities) or even "first level", addressed directly to young people and consumers. (consultation, orientation, awareness, education in the strict sense)? And in particular, can the conduct of motivational interviews always be considered - to all effects - an action of preventive value? And finally, what cooperation and synergy are possible, in a strategy of territorial prevention, between the Prefecture and other services, agencies, local institutions? These questions can be answered only by venturing into a new, difficult challenge: subjecting the practice of prevention to an evaluation research of the project activities carried out by the NOTs, highlighting the skills and experiences implemented in the individual processes, as well as the analysis of the role of knowledge management, as a fundamental step for the capitalization of the know-how acquired from field work. This volume represents a concrete opportunity to deepen the role of the NOTs, opening, on the one hand, the comparison with other European experiences on the subject of prevention and offering, on the other, reflections and innovative proposals within that complex institutional system, structural, scientific, methodological and operational approaches that is represented by the world of prevention and the fight against drugs. The text aims to be a valid working tool for operators who act on the front line daily to deal with the complexity of a constantly changing phenomenon, but it is also a source of information for those interested in deepening these topics.
