Abstract

[Autom. eng. transl.] The Italian production of cow's milk, adjusted for fat content, is lower than the National Reference Quantity, both for deliveries for 41 thousand tonnes, equal to 0.4%, and for direct sales, for just under 35 thousand tonnes, equal to 8.6%. The companies that produced more than their own deliveries in the last campaign are 10,915, with a total production of 6.0 million tonnes and a total individual redundancy of 421.2 thousand tonnes, while 23,165 companies (over 2,120 with quota, but without production) are without redundancy, with a total production of 4.9 million tonnes. Also for direct sales, for the way they are managed within Agea and taking into account the quantities produced, which in 2011/12 amounted to 371 thousand tons, and of the National Reference Quantity, equal to 359 thousand tons, and of the mobility net temporary deliveries to direct sales, equal to 84 thousand tons, as anticipated, it was not necessary to make any withdrawal. Very probably with the 2012/13 campaign, Italy will again have to deal with an out of quota cow's milk production, with the management of the end-of-campaign compensation that for the first time will be carried out with the norms dictated by the law 33/2009 and with the pressure of the European Union, which would represent as "State aid" the long-standing failure to collect past fines for the out-of-quota production of a small minority of irreducible producers. A proof of this state of affairs can also be seen in the increase in the cost of renting milk quotas during the course of the campaign and for their sale. Certainly, it is not the soft landing, advocated by the EU Commission, for the exit, in 2015, from the milk quota regime.
