Abstract
[Autom. eng. transl.] The essay shows how the Habsburg school policy, long considered negatively in Italy for an anti-Catholic and nationalistic ideological prejudice, deserves instead a positive historiographic judgment, in particular as regards the elementary school and the formation of the masters. Applied in a favorable economic, social and cultural context, Vienna's school policy, from the Teresio-Giuseppina age, involved not only a quantitative increase in elementary schools, but also a significant improvement in the preparation of teachers. The essay focuses on the Capo-Normale School (Normal-Hauptschule) of Milan, directed from 1821 to 1848 by F.Cherubini, translator of Peitl. The pedagogy of Milde among the masters spread through Peitl's Methodenbuch. The essay illustrates the transformation in the qualifying exams of aspiring masters in the years 1821-1859 and on the assumption policy of the Municipality of Milan, to finally focus on the new figure of the teacher.
