Abstract
[Autom. eng. transl.] The author in this article, after an introduction on the importance of the Internet in the life of citizens, comments on the disputed rule envisaged by the "Telecom Package" which provides for disconnection from the network as a penalty for illegal downloading of works protected by the right to author. After an analysis of how this rule was implemented in several European countries, it proposes a solution that is what Spada defines as the "paying public domain".
