Abstract
[Autom. eng. transl.] The prioritization has to happen differently depending on the process
takes place at a national or regional level. The prioritization criteria, consequently,
they can be adapted to all decision-making levels through the attribution of deeds scores
to define the relative weight of each criterion.
All stakeholders must participate in the definition of evaluation priorities with
different strategic roles and responsibilities, which can be identified through the
definition of a weight, a relevance and a relevance.
A sharing was found on the criteria for identifying priorities, classifying them
in objective and subjective criteria.
A. The objective criteria identified are:
1. Prevalence of the clinical condition.
2. Burden of disease.
3. Scientific evidence available.
4. Cost of the technology used.
5. Cost of the disease.
6. Change in the use of technology.
7. Presence of therapeutic alternatives.
8. Security of technology.
B. The subjective criteria identified are:
1. Potential changes in health outcomes.
2. Potential cost changes.
3. Ethical, legal and social impact of technology.
4. potential impact on economic development (eg economic impact on
industrial production, on investments in R & amp; D, on employment).
5. Change in the use of technology Interest of the parties.
The development of a system of defining priorities, which is really useful, is considered fundamental
in consideration of the economic constraints that make responsible use "critical"
resources and the dissemination of the culture of evaluation at all decision-making levels.
