Abstract

The paper addresses the issue of strategic planning in Italian local authorities and analyzes the content of the Strategic Plan (Documento Unico di Programmazione - DUP). The aim is to explore the ability to formalize the strategy and its main constituent elements in the DUPs of a selected group of 13 Italian municipalities. The cities permanently positioned in the first and last decile of the ICity Rate ranking for the period 2015-2019 were considered for the selection of the sample. The analysis shows that, regardless of the position of the entities in the ranking, the ability to develop a strategic vision still remains at a superficial level while a lack of the ability to express objectives, targets and outcome measures is evident.
