[Autom. eng. transl.] The chapter, and with it the whole volume, starts from an apparently obvious observation: although it has its own characteristics, children's television is, first of all, «television». From this observation comes a question of method: to understand television programming for children and young people it is necessary to insert it in the context of the broader television system to which it belongs, and which conditions it starting from its structural elements. This system is characterized by a technological dimension, relative to the technical methods of production and distribution of the TV signal, by a political component, which translates into the regulatory framework for the exercise of television activity, from an economic aspect, which involves the industrial nature of content production and financial nature of the collection of resources necessary to guarantee the functionality of television companies and, finally, from a cultural dimension, which refers to the system of social meanings, to shared values and to the cultural heritage inherent in a community on a local, regional, national or supranational basis. It is also necessary to remember that this is a system that was originally very fragmented on a geographical and political basis which, starting from a condition of substantial autonomy for each individual national context, has been integrated globally over the years and assuming, in Europe, some peculiar traits. In this first chapter the programming of Children's Television is recorded in the broader context of television systems, first national and then increasingly integrated at the continental level, taking into account all the dimensions just mentioned, from the technological to the political-normative, from that economic to cultural. After a brief historical reconstruction concerning the space dedicated to programming for children in the various stages of development of Italian television, the chapter analyzes the current European scenario of multichannel digital television, the legal and economic levers in favor of the provision of TV content for children and the related Italian legislative framework, finally focusing on the structure of the offer in terms of channels and programming (public and private players, nationality of production, main genres).
