[Autom. eng. transl.] The essay highlights how the university activity was originally imposed in the administrative order with the traits proper to the subjective public service but gradually assumed those of an activity directed to the realization of rights of social and cultural promotion regulated by uniform normative principles , or a public service in an objective sense. This evolution has led to the gradual affirmation of a series of regulatory principles and university public service obligations that are partially different from those relating to other administrative service activities, principles that must be guaranteed by universities, judicial protection bodies and ministerial action .
