Abstract

[Autom. eng. transl.] The liberalization and privatization processes have affected and are still significantly affecting the universe of local public services, which have been at the center of the regulatory debate for many years now. Local public services are in a phase of great transformation. The long reform process, which took place in recent years, was driven by the need to transform the structure of the sector by overcoming management in economics to the advantage of entrepreneurial forms of management and the clear separation between management and control tasks, pertaining to the local authority and management activities, pertaining to the company. Local public service companies, especially the larger ones, have been and still are active protagonists of the changes underway in the public utility sectors. These companies are pursuing new development strategies, for example through substantial investments in diversification according to a multiutility approach. The multiutility strategy appears particularly congenial to local utilities, more than to large national operators: it is no coincidence that many companies have for some time already had a supply system that includes a plurality of services such as gas, electricity, water, environmental hygiene services. Furthermore, in several cases, local public enterprises are also looking for opportunities to expand their business outside the traditional geographical area served through partnerships and alliances with other entrepreneurial subjects, in order to acquire that more efficient production scale, to exploit more completes its skills and resources and therefore puts itself in a position to compete more effectively in the new context of growing competition.
