Abstract

[Autom. eng. transl.] Introduction. This work was developed in order to provide an integration to the provisions of the current legislation regarding the assessment of work-related stress risk, developed by INAIL through the implementation of the model proposed by ISPESL, also through the introduction of the instrument borrowed from the HSE. For the public administration, as is known, for years a very valid and nationally recognized tool has been used (Avallone, 2005), it should however be noted that this tool was born earlier than the provisions of the current legislation (Legislative Decree 81 / 08) and from what was elaborated by INAIL; in this study we proceeded with a work of selection of some parts of the Avallone tool, with a re-elaboration of the organization of the same, taking care to exclude what is already foreseen by the HSE-INAIL to eliminate redundancies and therefore to form a tool that could implement the analysis of the working reality, also with regard to ethics. Aims. This study aims to investigate in depth the dimensions of the organizational and ethical climate, understood as the multidimensional perception of the character and the essential attributes of an organizational system in a large Italian public administration. Methods. A questionnaire consisting of 130 items divided into 20 dimensions expressible on a 4-value Likert scale was administered voluntarily and anonymously using CAWI software to all staff, corresponding to 10422 units. Results. Participants were 4111, equal to 39.5%. The sample, distinguished among other things by gender, age, qualification, membership structure, geographical area and family situation, it is distributed in a way that is representative of the total population. The organizational climate totaled an average score of 2.8. The ethical climate of 3.0. Conclusion. The survey was found to be effective in integrating the provisions of the INAIL-HSE tool, highlighting critical issues regarding the capillarity of internal services, collaboration between work groups and work-life balance for certain categories of workers and family types. On the ethical side, the perception was recorded less sanctioning of unethical behaviors and less recognition of ethical ones.
