Abstract

[Autom. eng. transl.] INTRODUCTION: Public-Private Partnerships (PPPs) are a form of contractual cooperation between a public body and the private sector. The aim of this study was to explore the international PPP models applied in public health and their impact. MATERIALS AND METHODS: A systematic literature review was conducted from 1990 to 2015 via Pubmed and Scopus. The studies that emerged were analyzed based on title, abstract and full text. Inclusion criteria were the description of a PPP application experience and the health setting. A quality assessment of the studies was carried out and the quantitative, qualitative and financial impacts of the different forms of PPP were analyzed. RESULTS: 26 out of 165 studies emerged, mainly European (35%) were selected. 12 items have been classified as good quality. The most described model is that of Accommodation only (38%, p = 0.02). Ten articles (37%) describe a positive quantitative impact (increase in admissions and services provided, reduction in waiting times); however, 5 (19%) declare a clear lack of results. Ten articles show that PPPs contribute to a better quality of care (increased patient satisfaction and development of integrated care); only 2 articles examine clinical outcomes (infection and mortality reduction). In financial terms, 10 articles describe a loss of revenue, 3 report an increase in efficiency, while 5 report heterogeneous / insufficient information. CONCLUSIONS: PPPs are an increasingly widespread form of contract adopted in the health sector, but the evaluation of their advantages is still uncertain due to insufficient / heterogeneous data. Future research should focus on PPPs from a governance perspective so that each PPP model can be better adapted to context specifics, in order to promote the efficiency and effectiveness of health systems.
