Abstract

[Autom. eng. transl.] The economic crisis, the change in the political perspective of many local administrations, the North Africa emergency have changed the context of welcoming the community, but have not substantially changed the characteristics of the foreign population, which continues the path of stabilization in the province of Brescia . Suffice it to say that in Brescia in 2010 children born with at least one foreign parent were 35% of the total (27% in Lombardy, 19% in Italy) and in 2011 the percentage of foreign residents out of total residents was 13.6% (with an increase of 0.7% and a value that appears to be higher at national level). However, unemployment is increasing (11.8% of foreigners of working age) and family poverty (in 2008, 57.1% of families with at least one foreign member was below the local poverty line, calculated for the complex of the Brescian families). In this context of greater precariousness of the life trajectories of foreign citizens and of the resources dedicated to them, the seminar aims to discuss the problems that hinder their full integration and the strategies that the reception services act to maintain essential levels of performance. The enjoyment of civil and social rights, which is also the thematic fulcrum of the Center's 2011-2012 Yearbook, is verified through the observation of the integration capacity in the community of the most vulnerable subjects: children, women, political refugees.
