Abstract
[Autom. eng. transl.] Starting from the principles that outline the characteristics of the welfare state in our Constitution, the work traces the evolution of the welfare state and examines the internal and external factors that have led to the weakening of the state's ability to respond to social needs, in order to bring about the reform of the Third sector and, in particular, to the collaborative tools set out in Title VII, by Legislative Decree 117/2017. EU and the sentence of the Constitutional Court n. 131/2020, foreshadow the emergence of a plural welfare in which the horizontal subsidiary is able to express itself through organizational and procedural models that give shape to a system of solidarity between the different spheres of civil society.
