Abstract

[Autom. eng. transl.] The pandemic emergency has highlighted numerous and important flaws in the organization of the provision of primary care and care actions, despite the ability to react already demonstrated since the beginning of the epidemic. The flaws do not exclusively concern organizational aspects, but are rooted in the difficulty, above all of a cultural and political nature, of intertwine health and social, individual and community, institutional and inter-institutional dimensions in an effective, productive and protective way. More generally, it is a question of the failure of a healthcare structured starting from the offer of health services and not starting from the health and social needs of people and communities, read and interpreted in an integrated way.
