Abstract
[Autom. eng. transl.] Starting from its fundamental role in promoting resilience
of contemporary legal systems, the report focuses on use
of soft law to combat Covid-19, offering an overview
of the various and multiple measures adopted at international, European level
and national and providing a classification on the basis of
subjects, types / shapes and functions. The analysis shows how the
soft regulation, despite its limitations, is a key component
the overall governance strategy of the pandemic crisis
and of the cd. emergency law.
