Abstract
[Autom. eng. transl.] The regulation on the public debate was issued with the ministerial decree no. The paper examines the contents of the decree, indicating in particular that they appear to be certainly adequate in order to guarantee the participation of citizens, and therefore the implementation of a form of deliberative democracy in the field of public works, while it may be doubted that they are always functional to prevent proximity conflicts.
