Abstract
In the context of a broader comparison of the situation of the legal framework of reference and of the institutional and functional articulation of the territorial and local administration of France and Germany with the Italian situation, the contribution specifically examines the legal framework of reference and the institutional and functional articulation of the territorial and local administration in Germany, highlighting the existing differences in this respect between the different Laender and adding references to the Italian situation where appropriate
