Abstract

[Autom. eng. transl.] This Report intends to constitute an information and updating tool, which is not unique and not exhaustive, which is fueled above all by experiences and research carried out within the Cariplo Foundation for Initiatives and the Study on Multi-ethnicity. From the quantitative point of view, the 1998 Report shows how the size of the phenomenon (increase in the number of immigrants, the percentage of illegal immigrants, etc.) are still far from the critical threshold in which they risk provoking non-governable inter-ethnic and intercultural conflicts. In terms of quality, in Italy immigration appears to a large extent even more caused by factors of expulsion from the countries of exodus, factors that are both political and economic-social in nature. In terms of governing the phenomenon of migration, 1998 is a year of significant changes. The most significant event for immigration policies was the approval of the law of 6 March 1998, n. 40, Discipline of emigration and norms on the condition of the foreigner, in the light of which the salient aspects are dealt with in this Report. It is organized into three thematic areas: the first, the "general framework", provides the basic data of the phenomenon; the second, the "areas of attention", allows us to grasp the main migration trends; the third, "emerging themes", focuses attention on particularly topical issues also at international level.
