Abstract
[Autom. eng. transl.] The incisive international supervision accepted by the Pristina Government and confirmed in the new Constitution of 2008 leaves one to doubt the effective consolidation of a properly Kosovar sovereignty. The absence of a sovereign and independent government does not allow Kosovo to recognize the legal status of the state, at least for the time being. However, a slow process of "sovereignization" is underway aimed at overcoming the numerous gaps in the exercise of the public functions of the newly formed Republic.
