Abstract

[Autom. eng. transl.] Cyclically it happens that the Governments in charge return on the question of institutional reforms and, therefore, on the revision of the Constitution, especially as regards the normative body dedicated to the organization. These choices of political orientation have more often than not revealed obvious failures. The contribution tries to analyze the problem hypothesizing that the concern to rethink the structure of state powers and the same way of being of the State, more than animated by the intent to provide the government with innovative and evident levels of efficiency, answers if anything, to the difficulty of the 'political' sphere of clearly determining addresses capable of giving effective satisfaction to the needs of the community
