Abstract
In Europe the cultural and social consciousness is indeed increased with regard to the disabled person, but there is often a lack of effective tools to intervene. This implies, beyond the rest, a high social cost of disability, on the same level of the one of chronical deseases, and in the same time a high "cost" in terms of dignity of the person, not considered as a possible development factor. Therefore the focus is usually on the external resources, without taking into consideration the remaining point of strength or the still available competencies on which it would be possible to promote a growth. This tendence can be observed even only by looking at the figures referring to the employed disabled, that are not in line with the regulations, even very advanced, developed by a number of countries. The Authors propose a recognition (with bibliography)of the European position with regard to the fight against exclusion and discrimination and to the initiatives taken by the Member States to face the disability phenomenon.
