Abstract

[Autom. eng. transl.] THE ARTICLE ANALYZES WHO THEY ARE AND WHAT THE DIRECTORS-GENERAL DO FOR THE ITALIAN MUNICIPALITIES. THE FRAMEWORK THAT IS EMERGED IS THAT OF A MANAGER WHO HAS DISCARDED IN CAREER IN LOCAL INSTITUTIONS, WITH A PROFESSIONAL BACKGROUND THAT ALLOWS THEM, BUT TO KNOW BOTH THE LOGICS OF THE PRIVATE SECTOR AND THE POLITICAL LOGICS. DGS WORK FOR TWO THIRD PARTIES ABOUT THEIR TIME, ACTIVELY MANAGERIAL AND CONSULTANCY ON LEGAL ASPECTS, WHILE FOR A THIRD ACTIVITY OF POLICY MAKING AND GOVERNANCE. ONE HALF OF THEIR RELATIONSHIPS IS DEDICATED TO MANAGERS AND EMPLOYEES AND THE OTHER HALF TO POLITICIANS, CITIZENS AND MANAGERS OF THE PARTICIPATED COMPANIES. BETWEEN BUREAUCRACY, MANAGEMENT AND POLITICS THE FUTURE PROFESSIONAL DEVELOPMENT OF DGS SEEMS HOWEVER TO PLAY IN THE DIMENSION OF LOCAL GOVERNANCE, WHICH BRINGS WITH IT AN ORIGINAL CHALLENGE FOR ITALIAN DGS: BECOME A CITY MANAGER, BUT NOT ONLY CITY MANAGER, BUT CITY MANAGER .
