Abstract
[Autom. eng. transl.] The contribution reflects on the legal nature of the European Union and why it cannot be qualified as a sovereign State. It also explains which institutional steps would be necessary to emancipate the Union from the control of the Member States and provide it with the capacity for self-determination. To this end, some key concepts such as State, federation and democracy are analyzed.
