Abstract
[Autom. eng. transl.] In order for the inhabitants of a neighborhood to have an interest in having recourse to an urban variant, not only a stable connection with the area concerned (cd vicinitas) is necessary, but also an actual and relevant prejudice: for this purpose the implications must therefore be evaluated urban planning of the intervention and the consequences produced on the quality of life of those who, for residence or work, have a stable relationship with the area affected by the intervention (in this case, the Tar - after specifying that the test of the facts it is up to the applicants - has found a similar prejudice in the smaller spaces provided for parking and public parks, as well as in a less functional road system).
