[Autom. eng. transl.] This Manual, dedicated to the cycle of performance in municipalities, collects, in the form of an e-book, the results of an important process of selection, analysis and enhancement of experiences carried out by some municipal administrations involved in the Performance Evaluation Project. The Project is an initiative of the Department of the Civil Service, carried out with the collaboration of FormezPA, and arises the goal of strengthening the tools and skills necessary for managing performance in local administrations in the territories of the regions of Calabria, Campania, Puglia and Sicily. The development of performance management systems in public administrations constitutes one of the levers through which it is possible to strengthen the institutional and administrative capacity necessary to implement more effective public policies, as it supports administrations in making better decisions and allows them to evaluate results. of the decisions taken. On the basis of this assumption, the Project was financed under the PON "Governance and System Actions", Objective 1 - Convergence, Axis E - Institutional capacity, and was defined taking as a reference the contents of Legislative Decree 150 of 2009 aimed at strengthening and innovating performance management systems in public administrations, as a precondition for implementing more effective policies and better public services. The Project was launched in 2011 and concluded its first phase of activity in 2012. A new phase of activity started in the autumn of 2012 aims to develop the intervention on the basis of the results already achieved and to extend it to further areas and to further administrations. The results achieved by the Project between May 2011 and June 2012 can be summarized in some significant figures. There were 93 municipalities between 20,000 and 250,000 inhabitants in the aforementioned regions that joined the initiative; of these, 79 completed the planned coaching process and 50 adopted the Performance Measurement and Evaluation System and the 2012-2014 Performance Plan. The municipalities were supported by 20 experts, professionals mostly coming from the universities of the same territories, who conducted a total of almost 600 business meetings. The intervention carried out resulted in a qualitative improvement in the programming, measurement and performance evaluation systems of the administrations involved, documented by the difference between the starting conditions and those observed at the end of the coaching process. To these results are added those relating to the know-how that it was possible to both develop and enhance through the various activities of the Project, thanks to the contribution of the experts and administrations involved even outside the territories of the Regions of the convergence objective, and that this Manual provides all municipalities interested in having a useful tool for developing the performance cycle.
