[Autom. eng. transl.] This Manual, dedicated to the performance cycle in the municipalities, collects, in the form of e-books, the results of an important process of selection, analysis and enhancement of experiences made by some municipal administrations involved in the Performance Evaluation Project. The Project is an initiative of the Department of Public Administration, carried out in collaboration with FormezPA, and aims to strengthen the tools and skills necessary for performance management in the local administrations of the regions of Calabria, Campania, Puglia and Sicilia. The development of performance management systems in public administrations is one of the levers through which it is possible to strengthen the institutional and administrative capacity necessary to put in place more effective public policies, as it supports administrations in making better decisions and allows the evaluation of results of the decisions taken. On the basis of this assumption, the Project was financed under the PON "Governance and System Actions", Objective 1 - Convergence, Axis E - Institutional Capacity, and was defined assuming as reference the contents of the legislative decree 150 of 2009 aimed at strengthening and innovating performance management systems in public administrations, as a precondition for putting in place more effective policies and better public services. The project was started in 2011 and concluded its first phase of activity in 2012. A new phase of activity started in the autumn of 2012 aims to develop the intervention on the basis of the results already achieved and to extend it to further areas and to further administrations. The results achieved by the Project between May 2011 and June 2012 can be summarized in some significant figures. The municipalities between 20,000 and 250,000 inhabitants of the regions mentioned that joined the initiative were 93; of these, 79 completed the planned support and 50 Presentationists have adopted the Performance Measurement and Evaluation System and the 2012-2014 Performance Plan. The municipalities were joined by 20 experts, professionals coming mostly from the universities of the same territories, who conducted almost 600 work meetings in total. The intervention carried out led to a qualitative improvement in the systems of programming, measurement and performance evaluation of the administrations involved, documented by the difference between the starting conditions and those observed at the end of the coaching course. These results are added to those related to the know-how that it was possible both to develop and to enhance through the various activities of the Project, thanks to the contribution of the experts and administrations involved also outside the territories of the convergence objective regions, and which This Manual provides all interested municipalities with tools useful for developing the performance cycle.
